Public code

Public GIS work

These notes describe capabilities readable in public code. No client, volume, or time saving is stated until it is documented.

01 · Cross-sector

Prove each change, and restore it.

Decision

Can you return to an earlier state, and say who changed what?

What is at stake

Without that answer, a decision on a parcel, a pipe or a natural area can neither be defended nor corrected cleanly.

What the public code does

RecoverLand, public QGIS plugin, version 7.1.3

  • A local journal of each edit, and a selective restore of one feature.
  • 1,397 downloads on the official QGIS repository as of 23 Oct 2026.

Blackhole, public PostgreSQL repository

  • A central JSONB audit of INSERT, UPDATE and DELETE.
  • Restore a business table to a given date.

Means. QGIS, SQLite, PostgreSQL.

02 · Cross-sector

Conformant data, before the decision.

Decision

Which data is reliable enough to decide on, and which deliverable can be accepted?

What is at stake

A non-conformant layer is either a decision made on false data, or a rejected deliverable.

What the public code does

Transformer, public QGIS plugin

  • Rules written once: fields, filters, publication to PostgreSQL/PostGIS.
  • Reusable configurations, applied to each deliverable.
  • 3,685 downloads on the official QGIS repository as of 23 Oct 2026.

Duplicate detection, public desktop tool, 2023

  • A PyQt5 application. Choose a folder of shapefiles, choose the columns that define a duplicate, write the results to a destination folder.
  • A brick inside a wider asset-quality check, not a client result.

Hole detection, public tool, 2023

  • Read a shapefile, select polygons and multipolygons that have interior rings, export them. The work runs in the background, with a progress bar.
  • Useful before accepting a zone and using it. Again, a brick, not a measured mission.

Means. QGIS, Python, GeoPandas, PyQt.

03 · One sector example: telecom

Cost a project, then accept the poles.

Decision

Two decisions visible in public tools: the quantities and estimated cost of an optical node, and which aerial poles are conformant.

What is at stake

A wrong bill of quantities commits a wrong budget and misallocated fees. A badly filled pole leads to a rejected file, a study rework, or a mechanical risk.

What the public code does

DQE Chargeur, version 4.0.0, public tool

  • PRO quantities per SRO (optical node), transport or distribution, with an automatic split of distribution cables.
  • EXE quantities including civil works: trenches, chambers, poles, ducts. Blocking cases are handled (codes TE/DE, TT/DT, TB/DB).
  • PGC: the infrastructure manager is assigned by a proximity algorithm, in manual mode (correct in QGIS, then regenerate) or automatic mode. Mixed aerial and underground plant. Separate fees for poles and ducts.
  • JSON archive, HTML preview, regeneration of Excel and of the QGIS layers (RECOVER module). Each costing can be found again.
  • Dedicated PostgreSQL functions, and Excel templates for PRO, EXE and PGC.

Pôle Aérien, version 3.1.0, public tool

  • Compare field data (Excel, CSV, PCM) with PostgreSQL or with GraceTHD files.
  • CAP_FT: pole sheets against QGIS (duplicates, out of scope, missing). GESPOT against annex C6 on 11 criteria, with numbered business rules (BR-01 to BR-07).
  • COMAC: LV poles, cables, fibre boxes against BPE, PCM spans. Cross-checks of C6, C3A and C7 against the database.
  • Attribute updates from FT-BT KO returns.
  • One Excel report: a dashboard per module, polar diagrams of the supports, a business glossary, a data dictionary (ISO/IEC 11179).
  • Two sources, PostgreSQL or GraceTHD. QGIS 3.28 to 4.x.

Means. QGIS, PostgreSQL, Excel templates, GraceTHD.

04 · Public prototype

Ask a database in plain language.

Decision

Let a non-technical decision-maker get an answer from their own database.

What is at stake

The decision still has to be reliable. A generated query is not a signature.

What the public code does

Public repository, schema metadata, AI agents

  • SQL is generated from the schema metadata.
  • This is a public prototype. It is not presented here as a deployed use.

Means. PostgreSQL, schema metadata.
